loophole on donations

Everyone who pays their taxes technically donates some of that money. We donate money to other countries and non profit organizations from time to time. The government is giving the donations. Many of us probably don't want our taxes being donated to certain foundations either. I don't mean that as don't donate to countries that need help, but donating to countries we don't stand well with or organizations that don't seem legit. I also consider welfare as a form of donating.

I've read stories before where people are trying to earn money from home businesses, but they are on welfare, so if the government catches them they lose their welfare. Why not make it where they can say how much they are making from month to month and after a while the funds would drop off until they can earn enough. It just makes people want to earn money stop earning money and live off welfare for a long time.

My question is why can't people right it off on their taxes as a donation? It just seems odd that the government can do this, but we can't write off donations. This also bothers many people who are probably struggling from day to day. They should just stop trying and accept welfare if they can't survive, but it doesn't help the fact that many people who aren't trying just receive welfare.
