^^^It's senseless IMO to claim hike or cuts 'work' in a vacuum. "Work" for what??
The sensibility of rate hikes or cuts are relative to goals. If (for example) you expect to increase spending on some endeavor but don't want to increase the debt and/or deficit..then you must either find the funding from someplace else in your budget to cover it or generate the revenue.
What's so hard to understand about that?
Since you apparently backed GWB's cut on the top 2 pct. while simultaneously prosecuting two costly war fronts and are abjectly opposed to rate increase (or you feel over taxed already), where from should the funding have come to pay for the tax cuts and the wars?
