yes, you are right that never happens in politics. Oh wait, it happens almost exclusively. No positions are given out to someone just because they are the best, especially without regard to party concerns. That's whole point of having parties, they are institutions to create politicians.

Why do you assume that Kal Penn doesn't have any qualifications and was just chosen because he's "famous"? He's got a degree in sociology and is studying international security at Standford. He worked on Obama's campaign, and it's not as if he's getting a cabinet position, he's getting a minor campaign position that is related to what he's already done, and giving up acting in the meantime to pursue the job in politics.
