As for regulations, i'm really not in the know. AIM does all the testing. I understand that at one time, maybe even currently, that producers and studios had access to testing database and could check if the actors and actresses they are contracting are in compliance, have current up to date tests, and are ok to shoot.
I also know that actors and actresses often will have a copy of there test results with them and will show the person(s) they are working with.
If you do some more reading on those blogs, it appears that the producers and company's want to know as soon as a person tests postive. The problem with that is that by releasing that information, you are in violation of HIPPA law.
For example, if I was going to hire you for a job, and I wanted to know if you had any health issues that could affect your ability to do the job properly, I would not have the ability to get that info from your Dr.
As I understand it, the AIM results are like a license to work in the industry, just like a Drivers license. If you got HIV, they pull your license, just like if you have a seizure, they pull your Drivers license for a period of time depending on then severity.
