That may be true but in reality law enforcement is more concerned about the dealers rather than the users. That's why they sometimes actually use people that use drugs as informants to get to main level dealers. Get rid of the dealers, you get rid of the drugs. And besides I actually hear in documentaries that law enforcement would rather go after the much harder drugs such as crystal meth and heroine than go after marijuana. Some officers consider marijuana busts a waste of time.
