Well I dont do it so i dont really know why but its not too uncommon I dont know if I would say its normal but its certainly not too out there. Peoples views on normal vary, for a fetish model whats normal to her may be weird to a regular chick.

There's so much of that in manga/anime and no one involved in making it will ever tell you that it's intentional, but it is, and it's a legal way to peddle kiddie filth to a certain segment of society. They're not real people - they're drawings, and purportedly of adults (the characters), but they're given childish faces and features, and made sexual with adult figures/bodies... Some are out-and-out kiddie porn and don't pretend to be anything but.
There's some cool manga/anime stuff out there, but there certainly is a sub-set of it that caters to male kiddie lust. :ban:
