You can. That girl has probably been playing since she was 5 or 6. You have to play everyday, and you have to want to do it. You can't be a rock star over night. Here's a little trick. When you're watching T.V., just strum a chord, and get used to where your fingers should be...then transition to another chord...and keep doing it, until it becomes subconscious. You'll get it, you just need to make it fun, and don't let it become a chore.

You don't need talent to play such an easy piece of music. Heck, you don't really need considerable skill. You don't even need to know sheet music for that. Don't use a tablature unless the names of the chords come with it. I personally don't need tabs because (1) I learn to play by ear (which is fun and ego-boosting) and (2) people are likely to fuck up when writing tabs, so you have to correct that for yourself.

Also, your playing is nothing without even the basic knowledge of music theory; as it was said before, you have to know the chords to the song. I could play this composition if I had the enthusiasm to play something that I'm not into.

Remember this: learning to play an instrument is a huge sphere, and copying someone else's rather simple piece of work is just a small part of it.

Well lets be honest, putting almost anyone into Fripp's class is a near impossibility. I personally think learning to read music is important, and being able to play from sheet music a very good thing to learn. I think tabs can be helpful, but you certainly are correct...music theory, and understanding time signatures, and chord transition are a must, and you need to have an ear for certain things. You aren't going to learn how to play a guitar part that has a chorus, or delay on it, unless you can understand what they do, and seeing it in tab format can help with that. But lets face it, I know guys that have been playing for decades, and they struggle with pieces by Zappa, or Fripp. I would bet even Zappa and Fripp, struggle with pieces by Zappa and Fripp.
 
Well, one word: Practice.

Also, while I'll admit she does pretty well for her age, I will say that nothing she did was terribly hard, she wouldn't be able to do it on an acoustic guitar, and her rhythm is very questionable. Plus, she's mimicking, not being creative.
