1)I went on a search and I found what appears to be more pics of this mysterious girl! And boy is she hard to find! I think her name is Celia and she is from France or Spain.
2)She may be from Spain or France, but I'm pretty sure this pic was taken in Seattle:
Google "Gas Works Park Seattle" and check out the next to last pic in the Wikipedia article. Don't know if that will help your sleuthing. But there it is.
