Why the pics are so blurry?

Photoshopping. Layer duplication, gaussian blur with radius around 25, contrast adjustment and changing the layer mode to screen seems to make an effect close to that. I think it's supposed to make the scene look "dreamlike".

Sorry, I don't know which movie this is from.
