Yes, postapocalyptic dystopia, very good! Nice to see that someone recognizes this. I've never actually read the book, but I read a lot about it during my research about American and Japanese visions of postapocalyptic worlds (especially after nuclear catastrophies of any kind).

Is that a scene from the movie made by Schlöndorff based on Atwood's book?
