She isn't Israeli but maybe like a lot of Jews she'll see her nationality as Israeli first and American second, even if she's never stepped foot in Israel and was born and raised in New Jersey. If she ever wanted to go to Israel she'd be allowed to buy a home and get citizenship, most likely in land taken from Palestinians on some illegal settlement.
