it's generally called a "cover up", the idea being to place a better design on top obscuring the one underneath that you don't like so much anymore.

I've never heard of someone that put one on top of each other for the purpose of showing both of them. it's most likely that they both are crappy tattoos and so the artist failed to blend them together seamlessly. it could also be that it was intended to combine two different designs into one, but once again, was badly done.

I haven't seen the tattoo because you hot linked directly to the pictures, which you aren't supposed to do, and it looks like they are posted from a pay site, which you aren't supposed to do either.
