How the eviction moratorium is impacting small landlords

I am in America, not of it.
The house next door to me is owned by a small landlord. I think she still has a few properties left. She is in her late 70's with a special needs son in his 40's. So she has to take care of these properties and repair what the tenants destroy and fix what just breaks on an old house. She told me when the moratorium started that she decided to not even rent any empty properties as she would not get any income and if empty at least there wouldn't be any repairs. It was just rented a month ago. The little person loses out no matter what.( by the way, she drives a beat up old Chrysler minivan)

After the man and woman [sleeping non-paying tenants] were bound, [the landlord] allegedly loaded them into what they told police was a Dodge Durango. With the help of the two other unidentified suspects, they drove the man and woman to a motel that the victims told police may have been in Colonie. From there, they were driven to the isolated cemetery in Ghent, a rural town in Columbia County about 35 miles southeast of Albany. Police reports indicate [the landlord] left them tied up in the snow-covered cemetery and drove away. The woman was able to untie herself and walked to a nearby residence to summon help.​
