GOP Push For Politicization Of Scientific Research

Republicans on the House science committee are making an unprecedented move to require oversight of the scientific research process, pushing a bill that would in effect politicize decisions made by the National Science Foundation, according to a draft of the legislation acquired by The Huffington Post. As part of the same effort, Rep. Lamar Smith (R-Texas), chairman of the Committee on Science, Space and Technology, sent a letter to the NSF Thursday demanding that it provide supporting materials to justify research that its panels of independent scientists have approved.

The bill, titled the High Quality Research Act and authored by Smith, would require the director of the NSF to certify in writing that every grant handed out by the federal agency is for work that is "the finest quality, is ground breaking, and answers questions or solves problems that are of utmost importance to society at large; and ... is not duplicative of other research project being funded by the Foundation or other Federal science agencies." The bill has not been officially introduced, but HuffPost acquired a draft copy that Smith circulated among colleagues.

The measure would also require federal officials to report back to Congress on how the NSF was implementing the new regulations. Additionally, the bill solicits recommendations for how to place similar restrictions on other federal science agencies.

The requirements laid out in the bill are problematic on several levels. The basic scientific method itself is by its nature duplicative, and is often carried out purely for investigative purposes.

But Rep. Eddie Bernice Johnson (Texas), the top Democrat on the committee, found the proposal especially alarming after Smith demanded in his letter that the NSF submit to the committee the technical peer review discussions conducted among NSF scientists who decide on grant awards.

"Members of the Committee would benefit from access to the scientific/technical reviews," Smith wrote in his letter last week to acting NSF Director Cora Marrett. Smith highlighted a number of social science studies that he had "concerns" about, including a study called "Picturing Animals in National Geographic, 1888 - 2008," and "The International Criminal Court and the Pursuit of Justice."

Johnson fired back Friday with a letter to Smith saying that his request -- coupled with the legislation -- was a dangerous politicization of one of the most successful scientific research promoters in history.

"Your letter marks the beginning of an investigative effort, the implications of which are profound," Johnson wrote. "This is the first step on a path that would destroy the merit-based review process at NSF and intrudes political pressure into what is widely regarded as the most effective and creative process for awarding research funds in the world."

She goes on to argue that politicians have no business considering themselves on par with scientists when it comes to evaluating scientific merit, noting that no previous chairman of the committee has ever put himself forward as an expert in science.

"Interventions in grant awards by political figures with agenda, biases, and no expertise is the antithesis of the peer review processes," Johnson continued. "By making this request, you are sending a chilling message to the scientific community that peer review will always be trumped by political review."

Smith said in a statement to The Huffington Post that the NSF projects for which he has requested more information do not meet the foundation's standards.

“The NSF has great potential to promote American innovation and expand our economy," Smith said. "When the NSF only has enough money to fund one in seven research proposals, they must ensure that each one is of the highest quality. The proposals about which I have requested further information do not seem to meet the high standards of most NSF-funded projects. Congress has a responsibility to review questionable research paid for by hard-working American taxpayers. If academic or other institutions want to conduct such research on these kinds of subjects they can pay for them with their own private funds. Public funds should be used to benefit the American people."

Smith listed five NSF projects about which he has requested further information.

3. Award Abstract #1230365: “The International Criminal Court and the Pursuit of Justice,” August 15, 2012 ($260,001);

4. Award Abstract #1226483, “Comparative Network Analysis: Mapping Global Social Interactions,” August 15, 2012, ($435,000); and

5. Award Abstract #1157551: “Regulating Accountability and Transparency in China’s Dairy Industry,” June 1, 2012 ($152,464).



Smith, as chairman of the Judiciary Committee last session, led the House legislative effort behind its version of SOPA -- the Stop Online Piracy Act. That effort became highly controversial as opponents saw it as an attempt to inject government into an area where it could stifle innovation. It was ultimately dropped and the legislation rejected.

On Monday, President Obama will speak at the National Academy of Sciences to mark its 150th anniversary.
 
It is political posturing such as this that pisses me off. If congress had to submit for review everything that they wanted so that they could bring a check back to their districts or their state they wouldn't stand for it. Scientific research is a hell of a lot more trustworthy than the SOBs in Washington are.

I couldn't agree more. This is one of those bills that, on the shallow surface looks good, but will probably result in the further downfall of our scientific innovation. This coming from an entirely dysfunctional body that is Congress. :rolleyes:

Somehow I feel that this is an ill conceived way to not fund junk science. It's out there as funding that needs to be looked at. Sure I know that no legislator has any understanding of the indecencies of science. But let's not underestimate the money grab from the scientific community. I am just as leery of them as any other group looking for public funding. "In the name of science" is not should not be the lasting argument to shovel money to people. They have their own special interest in keeping people employed.

When science proves that reality is different from how GOP would like it to be, to what GOP believe in, to how they thought it is, GOP prefers to ignore and deny it rather than face it

2: No, it isn't a fabrication made entirely for politcal/financial gain and 3: no, the whole left isn't united in such endevours. Agree or disagree with 1, 2 and 3.

Incidently, you mentioned you had children. Why do you defend capitalism knowing that as far as capitalism is concerned they are meat by-products that exist to be exploited? (and don't give me any bullshit about them being the next wave of entrepreneurs because we all known that for the vast majority of people all the wealth flows out of their hands upwards).

Climate change has been highly politicized. The radical left jumped on selected figures as to justify that man is killing the Earth. Shit has hit us before man was created and yet we have iPhones now. With this in mind there is no one on the left or right not cashing in on this. Get a political grab for bucks to lift your town 5 feet or sell dried food for the threat of the next disaster. Both sides are getting their bucks.

No, it is not a fabrication. It's just that we warm and cool. We cycle. Back to the history of the Earth and Sun. This has been happening before people were here and discovered fire. Long before forming opinions of where it came from.

Entrepreneurs are very special people. They take what they have and make a risk. A very large risk. Work for a check or write your own check. It's a gamble. Small business people are more future looking. They are also willing to work harder and for more hours than those at an hourly rate. When I tell you this, I presently work both sides of this equation. I work more than one job and have done so for many years. I am both a manager and an hourly employee at the same time. They both have their systems and can be worked for their benefits. Giving my hourly job would be the worst decision. Punch the clock, do your time, go home. As long as I am better than the next guy I still get 40 hours. When I manage I make my own hours. Fit it in. This is when I can make big bucks. I'll look at a 2 and a half week run coming up. Do my 40 plus pump out another 60 during that time and cash is in the bank. Not really, I also write horse racing shit that I sell and that is spent on down time. With my 40 I can take my own down time also. Pile up time and tell them I'll only be working 3 days next week. Schedule this with slow time during my management job and I am free off. That is before my 40 gives me required vacation time.

Yea, I'll be a meat puppet for 40 hrs. a week. But I do more and live a very nice life and can do lots of nice shit as I plan. I have no problem of my daughter looking at her Dad. Work and make money when you can. Spend it when you have it. Spend it with her.

I don't want to derail this thread but you bring up something that I want to address. You said that we are working longer and harder for less. Not necessarily so. There are thing we pay for as necessities today that we didn't have or need in days past. iPhones for the family and their charges. Television once free from the airwaves is now a cable bill. Computers and their expenses. Gotta upgrade them at regular intervals. Home gaming consoles. All of that shit comes at a price and adds up. If we are working longer and harder, it is to pay for all of these things.

And if kitty cats are really in danger for any reason then I am behind any movement to save them. Cats are great and dogs suck.
