If a dude lets his pants a little low, I've no problem with it, but when their ass/boxers are entirely exposed it's in really poor taste, IMO.
 
I don't particularly care for it, but IMO if someone wants to look like an idiot with his underwear exposed, more power to him.

A couple of years ago, I was on my way home from work and was stopped at a stoplight. A young "gentleman" dressed like the above was crossing the street in the crosswalk holding his pants up with one hand and talking on a cell phone in the other hand. The light changed green for me and the car beside me. That other car started into the intersection. The guy with the baggy pants wasn't paying attention to the light, and the moving car surprised him and he started running. He lost the support of his pants with his right hand, they went down to his knees and he tripped, fell flat on his frontside and his cell phone went skidding across the pavement. He jumped up, pulled up his pants and got out of the way. I had to pull into a parking lot just down the street and control my laughing. I couldn't see to drive for the tears in my eyes for several minutes. Fortunately the guy had boxers on and didn't expose something I didn't want to see!

Know what I hate? Capris. I fucking hate Capris. Are they pants? Are they shorts? No, they're their own fucking thing. Honestly, they sit there, on people's bodies, staring at me, saying, "yeah, I'm not pants or shorts, bitch. What the fuck are you going to do about it."

The first time I heard that is when my kill-everyone-wearing-capris spree began.
