Yes I think statistically you are probably about right with that statement. The problem is not speed limits (or lack of them), its peoples poor driving ie driving too fast for the prevailing conditions and not allowing themselves any room for maneuver. The number of times I drive on motorways in the UK and you get compete idiots sitting right on your bumper in the most awful weather conditions.
well here in montreal any idiot can get a license, the test is a joke. even the cops don't use turn signals, and routinely put on the blue light so they can cruise through red lights, immediately switching off the blue light just behind the intersection to make sure everyone knows they aren't really in a hurry.

Most autobahn's have speed limits - it's following too close for conditions that causes this.
Kinda miss Deutschland.
