I don’t think that’s quite right. If a pussy were like a penis inside-out, the most sexually sensitive part would be deepest inside instead of outside (and in one spot not very far inside). Instead of getting wet when it’s aroused and tightening during orgasm, it would tighten when it’s aroused and only get wet during orgasm. (Of course, it’s a different kind of tightening: a penis gets bigger when it tightens, whereas a vagina gets narrower, but I imagine the sensation of tightening is fairly similar,)
I would say rather that a penis is like a huge clitoris (which has similar properties: erection, sexual sensitivity, phallic shape, external location). A vagina is a thing unto itself, that is not much like a penis in any respect, inside-out or otherwise, except for the fact that it has a reproductive function and that some parts (different parts) are sexually sensitive (and for some women even that doesn’t seem to be the case).
