Because to some people, including me, the foot and particularly the sole is the MOST attractive part of the female body. I'd much rather see a woman fully clothed but barefooted than fully nude but wearing shoes.

Because a lot of people enjoy it, and probably request it. I, personally, tend to stay away from niches I don't like rather than wonder why they exist, because I know why already. It works for me.
