This brings up a good discussion on society's level of responsibility for children.

While I fully agree with the sentiment, it's quite likely he's unable to pay for his children. Which leaves us in a spot, doesn't it? It might seem righteous and justified to simply leave him to the wind, but of course it's not just him that suffers for it, but thirty children as well.
A better question: how do we avoid this sort of thing from happening altogether? Any 'forced' contraception/medical-procedure ideas to be mandated by the State are scary concepts. What's the alternative?

Agreed! Though the mothers aren't exactly shining beacons either (not to say that you were implying they were). Everybody in this situation's showing a severe lack of judgement. Which...when the consequences are yours and yours alone, I have no problem with. I get a kick out of reading the Darwin Awards, because it's morons only hurting themselves. Throw children into the equation though and things stop being simple real quick. Without the right support, these kids are likely to be the prime sort to be shooting someone over some drug money sixteen-eighteen years down the line.
I don't know what the laws are in Tenn. but up here they seize cars and shit, seize wages, but if you're a deadbeat not a whole lot they can do.
...and the taxpayer's left with the bill. Not good! But it'd be worse than leaving the kids high and dry. Prevention's the solution here, but what's the best prevention (State-mandated castration? It's got an attractive appeal when reading stories like this...)?
