You don't just "keep tabs" on people in that part of the world. This isn't a Mission Impossible movie. Sudan, Lebanon, Yemen, Saudi Arabia...we don't have unlimited powers to watch everyone who might one day be a threat. Osama took the crown, but it's not like there aren't dozens to hundreds to thousands that may become the same thing, in any given year. And again, in that part of the world, when you want to hide from the Americans, you hide from the Americans. It's not rocket surgery.
