It's all subjective. One person's perverted activity is another's boring routine. It seems to me that in public everything is fair game. After all, most of us look when seeing an attractive woman wearing a sexy or tight outfit. Should we stop that too? At least if you take a picture you aren't leering and making the person feel uncomfortable.
