Lots of girls are (sadly) getting breast implants here in the U.S. who are even younger than 17. Nothing illegal about it. They just can't display them in magazines or make porn til they're 18.

Re : implants. Illegal was the wrong word, it seems. But certainly questions would usually be asked of the surgeon. Here's what some of them say on the issue of implants for minors :

Your private doctor may choose to perform off-label, off-FDA recomendations for your surgery. Legally, under 18, you would mostly likely be under the age of consent for an operation such as this on your own.

For breast augmentation of small but otherwise normally developed breasts I would wait until a patient is old enough to sign their own consent (18).
