Can't Rep You smiley

There are certain people who consistently make outstanding posts. Since there is a system in place to limit how much you can "rep" a person, would it be possible to make a smiley this:

But have it say "I'd rep if I could", or something to that effect? This way you can let the person know how much you like their post...
