Imposing martial law is justified in response to an invasion. An invasion is specifically referenced as cause to impose martial law.

I actually have no problem giving Stable Genius the $5 billion. The border wall/steel slats/fence/barrier or whatever the fuck we're calling it today is going to cost upwards of $15 billion.
