If the tattooist is not a complete moron he would have talked to her and maybe even postpone the session for a week or so, so that both parties are completely confident this is really what the customer wants. She's 18 years old, too dumb and immature to make such decisions and see the big picture (at that age everybody is). With serious tattoo studios it's not only about the money but about the whole work. If the customer has already ink in his face or neck, then there's nothing to talk about, but every serious tattoo artist would have taken this artwork very seriously because of its placement and wouldn't have just tattooed it right away. But in the end he can say he didn't do anything wrong.
