I think that Black Mask and Hugo Strange would be a two good villians to be in the next film

I agree about Penguin. There is no way to do that character without it coming off as campy and cartoony. Even if they tried to make him dark and creepy, then it would probably be reminiscent of something like Leprechaun. (now there's a movie. haha)
Maybe bring in Dr. Hugo Strange, Ra's al Ghul, or even lesser knowns like Everywhere Man or The Mortician.
Some of the biggest trouble I think Batman movies have and will have is besides The Joker there just aren't that many well known Batman villains that can carry over well into a movie and have it be done seriously without really on heavily overhauling them into something different than what they really are.

you realize that there will likely be multiple villians and one of those villians will have to be either Penguin, Riddler, or Catwoman....
the other ones are too small and not known well in the mainstream and would only have a supporting role like scarecrow....
I think Nolan has managed to break down the comic-book fan wall, after the success of Dark Knight it is clear everyone can be a fan of Batman, if you know any villains or not.
So if they go with Black Mask, no one is going to care that they haven't heard of him before, it just depends on how good the movie is.

they should have made more of Victor Zsasz in the first reboot. he's a great villain in the comics, but wasnt much more than a generic nutter in the film.
There is a cost to pissing of somebody's biggest fan base though. Casual fans of something are willing to dump something when it something else slightly more interesting comes along or just because they are fickle. The hardcore fans often keep things alive just by themselves. There is also something to be said to catering to the most loyal people considering they care about an artistic work more than anybody else while casual fans often don't care one way or another. I've seen way too many good things ruined because they were dumbed down, milked for all the profit they were worth, or because they warped them for the casual fan until they were a mockery of what they used to be all at the expense of the artistic integrity of the artwork.
