I've been to several nude beaches with my wife and jerking off is forbidden. Many nude beaches even have an unwritten rule where men are supposed to cover up with a towel if they get an erection as some people find it offensive. A lot of these beaches are family friendly, so anything remotely sexual is considered a no-no.
