I’m no lawyer but Sessions is a prosecutor and prosecutors tend to be biased in their opinion of whether or not someone is guilty and deserves to be locked up. If he had chanted “ lock her up” while wearing a Hillary for prison shirt he could do so as long as he has evidence to support his opinion.
I think I have even heard prosecutors suggest to a jury that someone be found guilty and put behind bars. I’m pretty sure that I saw that on Law & Order or Matlock or something.
