Adding new galleries

Hi, here my question:

Can we suggest galleries to be added or do we have to own the copyright. We are asked if we own the copyrights or we have taken the pic from any site on the net. According to this, i suppose we can suggest any gallery to be added, but at the end of the process the final step asks again about the owning.
