Here where I live its legal to walk down the street topless. No one does though, and why? Because men turn into juvenile jerkoffs the moment they're faced with a naked set of boobs. And like its been posted in here already, women already have to worry about being raped while walking alone fully dressed, we're smart enough not to up our risk factor by walking around half naked. However, when I'm at the beach, sometimes I'll go topless if its secluded, or I'll just frequent a nude beach. Its funny, the men who go to nude beaches tend to be really respectful.
And I agree - men should wear shirts too. No matter how good they look...I dunno, anytime I see a dude walking down the street with no shirt off, I get annoyed. Unless you're at the beach or in your own backyard, shirts should be mandatory.
