Eh, yes and no. If you don't give rep and only receive, you can "top out". The rep power of the people you receive rep from also matters. You can only rep x number of times in a day, and you have to give rep x number of times to others before giving it to a person a second time. And time...

I guess I got seconds then PK, because I've just stuffed three votes into our dear Miss's box too! :D
