I do . I normally stay about 3-6 months and join a different site. I haven't joined any lately. The one thing about sites like this is you get to see lesser known individuals that you would never know are there and end up joining.

If it is local appointments, such as Mayor, Councilman, etc. it depends on the state and local laws of that area. Most places require that you are least old enough to vote, which is 18. There have been some places that elected a dog or cat.
