The trouble is that if your goal is to have a higher percentage of the voters being intelligent then the one vote per household rule would hurt that. Odds are if one spouse is smart, so is the other. So under your idea, a significant number of intelligent (and probably well informed) voters...

The trouble is that luck; the coin toss; plays a noticeable part with the coin toss winner having the edge 52% to 43% of winning the game. Now that's not huge, but the college rules eliminate that.
