as for my theory of government, naw, I don't think it's "well thought out" at all. Some people are quick to believe in vast conspiracies... a fact that is also perpetuated by the government. The truth is that it just kind of ends up that way and the government is almost compleltey inept and incompetant at achieving anything that they plan for. Thier only goal and purpose is to amass and retain power and it is achieved by a bunch of idiots that just barely have it together enough to suceed at whatever it is they are doing, which is just enough to keep it running, but they really have no clue what is going on outside of that sphere. Just look at Rush Limbaugh, he's a drugged out psycopath. A typical bureacratic type. They don't marginalize poor whites because they are purposely trying to manipulate them, they really just don't even consider them at all and that's how it turns out.
