For rifles, then 375 holland and holland magnum, 378 weatherby magnum, 458 winchester magnum, 458 lott, 460 weatherby magnum and 505 gibbs get my preference, they are all very big game cartridges. I would **** scum like I go to hunt. I will always chose the heaviest and most penetrating bullets to be sure scum is dead from the first shot.
One proper shot with these bullets in the heart, in the head or in the stomach and the threat is gone permanently.

He didn't say escaped; he said freed.
That could in theory mean a guy who has served his sentence. Maybe you should ask him for clarification.
If he knew what he was doing he could even take out a **** lord in a bulletproof limo, even a damned APC!
I suspect, however, that his choice of weapons would be too weak for the limos/APCs...

You can do pretty bad damage with a barret m82a3 rifle when loaded with incendiary metal piercing 50 bmg rounds. Chey tac introduced one of the hell of a sniping rifle, the chey tac in 408 chey tac, it has taken down a target at 2450meters of distance and the chey tac bullet has also pierced a 30mm thick plate like a ***** slices meat with no efforts. 50 bmg rounds and 408 chey tac rounds can make a real mess into a bullet proof limo. Even a 505 gibbs or a 460 weatherby magnum bullet can blow an engine or a class 3 bulletproof glass.
**** lords can be ****** but you have to be very stealthy as well as having the most discrete appearance in order to approach and get confidence from a **** lord. Proper knowledge of ballistic, long range rifles and also how to rack up confidential informations can help to **** the big fishes.

Oh, I should add that I live in the midwest, which is where pretty much all of America's famous serial killers are from. But perhaps I've said too much.

Actually, most serial killers come from the West coast, or Northwest. In fact I read somewhere a few years ago that, 7 out of 10 serial killers come from Orange, or Los Angeles Counties....and there are approximately 30 to 55 serial killers actively ******* at any one time in the United States.

Why? Find out where he sits when barbecuing/sunbathing, set up a Bors 20mm anti-material rifle ON THE OTHER side of his house and shoot him THROUGH his house. Any bodyguards he have will be looking for a shot source with a line of sight to target.
Not only that, but with a 20MM anti-material rifle (way more powerfull than a 50 cal. one, which is why 20MM was adopted as 50 cal.s replacement following WW2) You'd even be able to take out the guy if he was sitting in an APC.
Even if you only hit him in a limb you're likely to dettach the limb. If target doesn't die from bleedout then he'll likely be so weakened that one of his Capos will decide to "replace" him.
You'' be able to choose from penetrators, explosive shells and incendiary rounds.
