If I were to judge based on the severity and wrongdoing of the action that took place and how evil it was I would say the Penn State scandal. If I was judge based purely on the damage to the integrity of the sport it would be the 1919 Black Sox scandal.

I don't really know how many people cared about baseball in the U.S. in 1919. For me, the steroids scandal is the worst sports scandal in the last 50 years because of how many "superstars" were involved as well as nobodies. It reached far and wide and affects how sports historians view the entire generation of baseball athletes.

Things like Sandusky and most of the other things on this list are confined to either one person's or one team's dastardly deeds so the scope of the scandal isn't wide enough.
