And yes I know it's an old thread.
In Canada the age of consent is 16. There is two exceptions however. 12-13 can consent to someone 2 years older and 14-15 can consent to someone 5 years older. I think 12 years old is a little much, but 16 seems legit. High school students should be able to do what they want with each other.
