What are these Weird squares all over the Internet?!

I keep seeing them everywhere I go. All of them have numbers inside it. Anyone knows what they are? :dunno:
Eg these:

They're codes for small images/emoticons that your computer cannot display. I figured it's because I use older versions of Windows. They display correctly on my new computer.
