Using Clips As Avatars

If this is the wrong place to ask this, I apologize to the moderators in advance.

I was just wondering if there was any way to use short video clips as avatars. I found a couple of clips that are 15 seconds in length each that I would like to use if possible:

In the format they are in they are 1)too large (h x w) max = 80 x 80 pixels. and 2)the file size is too large (filesize) max = 19.5kb

There is software that will reduce a large video into a smaller one (h x w), but the filesize would never be able to be reduced sufficiently.

Oh OK, for some reason I was thinking that the maximum size for avatars was 100x100, but that's another forum. Too bad the avatars couldn't be that big here.
