I thought he did most of his outside the US. I know in most cities they dont look too kindly on naked people. Maybe he got a special permit or something. Surely he didnt do it in the south or the bible belt. He would have been put away for sure.

He's done some outside the U.S. but he's also done some in the U.S. without a permit! He's gotten arrested a couple times if I remember correctly!
