This will be difficult to find. Data18 has two scenes with Judith Veigh. Both are from 1999. Neither one is the film you describe. In these two films listed, she has secondary roles. Not a starring one. Another issue occurring is that Data18 has no pairings with Francesco Malcom either. In fact, Francesco Malcom does not exist in their database. I would try looking overseas at maybe a European distributor. Definitely this movie was not done in the States.
