No it's not! Scandinavia is a region but Finland is in the Fennoscandia region, MAYBE pre-1917 when Finland was part of Sweden it was considered Scandinavian because it was part of Sweden; Now that Finland is a separate country it's now considered to be a Fennoscandian country because its in the Fennoscandian region.

Scandinavian is a geographical/linquistic term so unless you belong to the swedish minority you're not scandinavian.

Russian is a slavic language, estonian finno-ugric like finnish and latvian baltic like lithuanian.
