Old Peter north movie

I saw an old Peter north movie awhile back. 80's or 90's and in it he nailed some girl dressed like a "punk" with blue hair and crazy eye shadow. Anyone know who she is or the movie? There was some Blond trying to save her TV station or something. It may have had blond in the title but not sure.
