Republicans know they can't win a fair election. Even trump, who doesn't know much of anything, admitted that if everyone could vote no republican would ever get elected again. So they have to do whatever they can to cheat and rig the system in their own favor. They used to do it secretly, but these days they just do it out in the open, because their base doesn't care and nobody else is voting for them anyway.
