As I'm reading the article they have only been invited to join but have not yet reached a decision.

So perhaps there is still time for Putin to send in troops under the pretext of "protecting the ethnic Russias" (all 946 of them, or 0.15 % of the population) while posing topless for homoerotic photographs on romantic Montenegrin beaches.
