I voted mostly NOT.

Although Miley is certainly of legal age in each of the photos provided above, I must admit I felt a tinge of discomfort while putting this poll together - must have to do with her underdeveloped physique and teen-"ish" look. Even with the make-up, punk-rock hair, and biker-chick look, she still looks like a young teen to me. I can certainly see how her lack of prominent physical attributes (i.e. boobs, ass, womanly figure) may have left her feeling inadequate, fueling the bold and dramatic transformation that has played out over the last 3 years.
