The headline says Sloan is the liar but then your article says that Keegan is the liar and then says that he was only 'speculating' (which is not lying). Also the CREW complaint was not entirely based on Keegan's affidavit and she wasn't vindicated off any charges - just that FEC (dominated by Republicans) refused to press the issue.
This is what the non partisan FEC reported, but no action was taken for some strange reason.

Reason to believe that Friends of Christine O'Donnell and Matthew J. Moran, in his official capacity as treasurer, violated 2 U.S.C. §§ 434(b) and 441a(f) by accepting and failing to disclose in-kind contributions in the form of coordinated expenditures.

Something else that was interesting.
Back in September, the
Republican Party of Delaware (not liberals I guess) filed a complaint with the FEC alleging Ms. O’Donnell and her campaign illegally coordinated with several supposedly independent PACs (including the Tea Party Express) as a way to dodge federal campaign finance limitations.
