I think its British Cindy / Katie Stevens. Something about this pic looks off though, maybe its just the angle.

Yes the blurring is there. It has been photoshopped. Good job. But why did they do it to a low grade picture?

1. In the above picture, her exposed breast is one cup size larger.
2. Though what made it easier to photoshop is the wall in the kitchen. It's like a stucco finish.

Here's a high definition picture (from the original gallery) ... The background and her hand are clearly defined.
