Yes, please do read it and then give us the gist of the thing. It LOOKS like it's just making the fairly obvious point that if you stand/walk a few steps behind the girl on the escalator/stairs, then you'll be able to get a nice view and you won't appear to others to be the perv that you actually are. :1orglaugh
Ok, I just read it. And I gotta say, it wasn't as easy as it looked at first. A lot of math, which is not very easy to translate, especially if none of the two languages is your mother tongue. Japanese alone is a really idiosyncratic language in many ways...
The article actually is an explanation of Tatsurô's calculation how to get a glimpse of the inside of a beautiful woman's skirt when she walks up the stairs in front of him. There must be more than one page in the original, because some of the stuff in that article requires previous knowledge (for example some of the calculations or who this guy Tatsurô is).
A rough translation follows. Needless to say it's not "polished" as it was made kinda offhand/impromptu. Sometimes I didn't know the exact words in English (especially mathematical expressions). I tried to leave as much information in the text as was possible for this "unpremeditated" translation.

But we should not prematurely assume now, that the horizontal distance/difference could be measured by the formula "number of steps multiplied by 25". Because, should Tatsurô be just one step behind this beautiful woman, their bodies would nearly touch and the lower tuck/border of her skirt would be directly below is eyes. Therefore the line CB has to be shortened by one step: "(number of steps minus 1) multiplied with 25".
Know we come to the problem of the triangle AEQ. Let's assume the eye level of Tatsurô is 160 cm and the level of the lower tuck/border of the skirt is 80 cm. As Tatsurô's eye level is 80cm above the lower-skirt-border-level, the level/altitude difference AE between eyes and lower skirt border has to be at least 80 cm less than the altitude/level difference between the stair's steps CD.
