Basically positive she is the "Sandra" from the Culioneros network seen here:

Everything about her looks the same, even down to her tan lines and the mole on her left cheekbone. The only problem is, none of those films listed there match this screenshot. She's never wearing those small earrings with her hair tied back and that bracelet on her left arm.

i just Googled it using the clues which you have provided, and then used the Image Search for more accurate response by comparing the background of the scene.. and voila! ^_^
